NOTICE OF INTENTION
TO INTRODUCE LOCAL LEGISLATION
Notice is given that
there will be introduced at the regular 2012 session of the General
Assembly of Georgia a bill to provide a new charter for the City of
Springfield; to provide for other matters relative to the foregoing; to
repeal a specific Act; to provide for effective dates; to repeal
conflicting laws; and for other purposes.

The proposed new charter for the City of Springfield is scheduled to be
voted on by Council at the City of Springfield Regular Meeting scheduled
for Tuesday January 24, 2012 at 6:00 p.m. at the Council Chambers located at 130
South Laurel Street, Springfield, GA (between the City of Springfield
City Hall Office and the Springfield Police Department). The Public is
encouraged to attend.
The proposed new charter for the City of Springfield is available to the
Public at City Hall located at 130 South Laurel Street, Springfield GA:
Monday – Friday, between the hours of 8:00 a.m. – 4:30 p.m.

NOTICE OF MODIFICATION
FOR A LAND APPLICATION SYSTEM PERMIT TO DISCHARGE WASTEWATER ONTO A LAND
APPLICATION SYSTEM AND THEN INTO WATERS OF THE STATE OF GEORGIA. Having reviewed the request which has been
submitted, the Georgia Environmental Protection Division (EPD) is
considering modifying a land application system permit for the following
applicant, subject to specific pollutant limitations and special
conditions. The City of Springfield, 130 South Laurel Street,
Post Office Box 1, Springfield, Georgia 31329, LAS Permit No. GA02-037,
for its Land Application System (LAS) located at 424 Long Bridge Road in
Springfield (Effingham County). Per the City’s request, the permit is
being modified to remove the instantaneous application rate (0.25 inches
per hour) from the LAS permit. Also, EPD’s reporting address for
monitoring reports (for this permittee) has been changed to Georgia
Coastal District – Brunswick Office, 400 Commerce Center Drive,
Brunswick, Georgia 31523-8251. Only the conditions subject to modification are open
to public comment. Persons wishing to comment on the proposed
determinations are invited to submit their comments in writing to the
EPD address below, within 30 days of this notice. All comments received
before or on that date will be considered in the formulation of final
determinations for this permit. “City of Springfield Land Application
System (Effingham County)” should be placed at the top of the first page
of comments. A public hearing may be held if the EPD Director finds a
significant degree of public interest in the proposed permit. Additional
